MADISON — Gov. Jim Doyle said Thursday a lawmaker arrested three times this year for driving under the influence of alcohol or drugs should step down, while his colleagues promised to consider expelling him if he does not.

Rep. Jeffrey Wood was arrested Wednesday in Tomah in western Wisconsin after someone reported a dangerously erratic driver. Doyle said Wood's personal and legal troubles have left the constituents in his northwestern Wisconsin district without a voice in the Legislature.

"When you're just simply not providing the basic representation, you've got to acknowledge that and step aside and allow somebody else to represent that district," Doyle told reporters in Madison.

Someone called police after seeing Wood's vehicle drive into oncoming traffic in Tomah and twice enter an intersection at a red light before backing up, according to a criminal complaint filed Thursday. The caller said Wood's Buick Skylark almost struck her car in the parking lot outside a Dollar Tree store.

Officers who were dispatched saw Wood's vehicle swerving and drive into a curb, the complaint said.

Wood, 40, told officers he was coming from the Tomah Veterans Affairs Medical Center and that he had taken one or two anti-depression pills. He said he may have scraped a couple of curbs because he wasn't paying attention, the complaint said.

Wood was stumbling and swaying during the arrest, and fell over when police conducted a sobriety test, the complaint said. Police found four bottles of prescription drugs, including Amoxicillin, Fluoxetine and Naproxen, but no alcohol was in his system.

Wood, an independent from Chippewa Falls, was charged with third-offense operating while under the influence of an intoxicant and misdemeanor bail jumping. He faces possible jail time on both charges.

Rep. Stephen Nass, R-Whitewater, already had introduced a resolution to expel Wood last week.

Assembly Speaker Mike Sheridan was moving Thursday to appoint a special committee to consider the expulsion resolution, spokeswoman Rebekah Sweeney said.

The committee, which would include three Democrats and three Republicans, would hold hearings and give Wood a chance to defend himself.

Sheridan, D-Janesville, said he was "deeply disappointed" because Wood had assured him he was getting treatment for drug and alcohol abuse.
